Wine as cultural national heritage: 10 years of the “Vino Bebida Nacional” law in Argentina: review and lessons

Abstract

Ten years have passed since the enactment and implementation of law no. 26,870 “national drink wine” in argentina, a pioneering legislation worldwide that seeks to disseminate the cultural characteristics inherent in the production, elaboration, and consumption of wine, as well as its deep-rooted traditions. This essay delves into the effects of elevating wine to the status of a national symbol, exploring its influence on the economy, tourist promotion, and its contribution to national identity.  Through the analysis of specific cases, the lessons learned during this decade and their relevance to other wine-producing countries are examined. The impact of institutional support from public entities in recognizing the role of wine as a fundamental element in the construction of argentine cultural identity is especially highlighted, as well as its contribution to local development and tourism in wine-producing regions. Additionally, the challenges faced in the implementation of this policy are addressed, and recommendations are proposed for its application in international contexts.  This essay provides a comprehensive view of how this type of legislation can serve as a model for the protection of a true national heritage, embedding it in culture and promoting sustainable development in wine-producing countries worldwide.

El vino como patrimonio cultural nacional: 10 años de la ley “vino bebida nacional” en Argentina. Balance y lecciones 

Se conmemoran 10 años desde la promulgación e implementación de la ley n° 26.870 “vino bebida nacional” en argentina, una legislación pionera a nivel mundial que busca difundir las características culturales inherentes a la producción, elaboración y consumo del vino, así como sus tradiciones arraigadas. Este ensayo profundiza en los efectos de haber elevado al vino al estatus de símbolo nacional, explorando su influencia en la economía, la promoción turística y su contribución a la identidad nacional.  Mediante el análisis de casos específicos, se examinan las lecciones aprendidas durante esta década y su relevancia para otros países productores de vino. Se destaca especialmente el impacto del respaldo institucional por parte de entidades públicas en el reconocimiento del papel del vino como elemento fundamental en la construcción de la identidad cultural argentina, así como su contribución al desarrollo local y al turismo en las regiones vitivinícolas. Además, se abordan los desafíos enfrentados en la implementación de esta política y se proponen recomendaciones para su aplicación en contextos internacionales.  Este ensayo ofrece una visión holística de cómo este tipo de legislación puede servir como modelo para la protección de un auténtico patrimonio nacional, arraigándolo en la cultura y promoviendo un desarrollo sostenible en países productores de vino en todo el mundo.

Le vin en tant que patrimoine culturel national : 10 ans de la loi “vin boisson nationale” en argentine. Bilan et leçons

Dix ans se sont écoulés depuis la promulgation et la mise en œuvre de la loi n° 26.870 “boisson nationale : vin” en argentine, une législation pionnière dans le monde entier qui vise à diffuser les caractéristiques culturelles inhérentes à la production, à l’élaboration et à la consommation du vin, ainsi qu’à ses traditions profondément enracinées. Cet essai examine les effets de l’élévation du vin au statut de symbole national, explorant son influence sur l’économie, la promotion touristique et sa contribution à l’identité nationale.  A travers l’analyse de cas spécifiques, les leçons apprises au cours de cette décennie et leur pertinence pour d’autres pays producteurs de vin sont examinées. L’impact du soutien institutionnel des entités publiques dans la reconnaissance du rôle du vin comme élément fondamental dans la construction de l’identité culturelle argentine est particulièrement souligné, ainsi que sa contribution au développement local et au tourisme dans les régions viticoles. De plus, les défis rencontrés dans la mise en œuvre de cette politique sont abordés, et des recommandations sont proposées pour son application dans des contextes internationaux.  Cet essai offre une vue d’ensemble de la manière dont ce type de législation peut servir de modèle pour la protection d’un véritable patrimoine national, en l’incorporant dans la culture et en promouvant un développement durable dans les pays producteurs de vin du monde entier.
